USAID independent operations ceased

USAID ceased independent operations in early 2025; remaining functions were absorbed into the State Department's F-Bureau structure.

This action has been completed. The work now is reversal.

Detail

Following a functional-review EO in late January 2025, USAID was effectively dismantled over several weeks: staff offboarded or reassigned, the public site redirected to state.gov, and foreign-assistance programs were absorbed into the State Department or terminated. A small residual at Treasury managed wind-down of existing contracts. Reversing this requires either re-establishing USAID by statute or re-issuing the EO that created it in 1961.
