Agency-level funding freezes began in Q1 2025 and have expanded over the year. Legal challenges under the Impoundment Control Act of 1974 are ongoing; some have resulted in court orders compelling release of funds, others are still pending. Reversal requires either compliance with court orders on a per-program basis, legislative action to strengthen ICA enforcement, or a new OMB leadership that respects appropriations law.
