Diversity visa suspension: two tragedies, one policy scapegoat

The Fox News article uses a tragic traffic accident involving an Uzbek commercial truck driver—who entered the U.S. via the diversity lottery—to stoke fear about the program, ignoring that the diversity lottery has already been suspended by DHS Secretary Kristi Noem in response to a separate, unrelated mass shooting at Brown University. The diversity lottery is not a 'low-skilled' pathway: applicants must have at minimum a high school diploma or its equivalent, or two years of qualifying skilled work experience (USCIS eligibility rules). The statutory ceiling is 55,000 visas per year, though reductions under NACARA and NDAA have historically lowered the actual cap to approximately 50,000–52,000. Framing a traffic accident as a 'diversity lottery' story obscures the actual policy failure: U.S. road safety enforcement is weak, trucking hours-of-service rules are poorly enforced, and many drivers—regardless of visa—lack English proficiency. The suspension is already in effect; what remains is to prevent Congress from making it permanent under the guise of public safety.
